On September 16, 1966, the Ohio Board of Regents chartered <span class="\"whiteOnBlack\""">Jefferson County</span> Technical Institute, the predecessor of Jefferson Community College, in Steubenville, Ohio. The institute formally opened on September 23, 1968, partly financed by a local property tax.
