In 1968, Vanguard Technical Institute, the precursor to Terra State Community College, opened in Fremont, Ohio. This two-year college initially offered training to business and engineering students. The institution originally only offered night classes. Very quickly demand arose for additional types of coursework. In 1969, the Ohio government authorized Vanguard Technical Institute to grant Associate Degrees in Applied Business and Associate Degrees in Applied Science. In 1971, due to student demand, this institution began offering both day and evening classes.

In 1973, Vanguard Technical Institute became the Terra Technical College. Due to a lack of space, Terra Technical College relocated to a new campus in Fremont in 1979. In 1994, the institution became known as Terra State Community College. This same year, the college began to offer Associate of Arts and Associate of Science degrees. Today, the institution is known simply as Terra Community College.
